Two measures were implemented by the Ministry of Agriculture, Forestry and Food in the scope of the Rural Development Programme for the period 2007 to 2013 that contributed to the achievement of the objectives of the 2016 Pokolpje Programme: measure 311 – Diversification in non-agricultural activities and measure 312 – Support for the establishment and development of micro companies. Those two measures contributed significantly to the preservation of existing jobs and the creation of new jobs. Implementation of the Rural Development Programme of the Republic of Slovenia for the period 2007 to 2013 was completed on 31 December 2015.

As part of the Rural Development Programme for the period 2014 to 2020, the Ministry of Agriculture, Forestry and Food implemented additional temporary measures in the Pokolpje region in the scope of local action groups (LAGs). Two LAGs are functioning in the Pokolpje region during the 2014 to 2020 programme period: the Dolenjska and Bela krajina LAG and the LAG covering heritage trails from Turjak to Kolpa. LAGs will publish special calls for development regions as part of the community-led local development (CLLD) approach.

The CLLD approach represents an upgrade to the previously known LEADER approach, which proved to be a successful in the development planning and implementation of projects at the EU level. A bottom-up approach allows local inhabitants to be actively involved in decisions regarding the priorities and development objectives of the local region (including sources of financing to achieve those objectives) through the creation of local partnerships known as local action groups (LAGs). That approach facilitates the addressing of a wide range of challenges in different environments and greater flexibility in the achievement of objectives, while responding to the actual needs of the local region.

An LAG is tasked with the effective implementation of local development strategies for the programme period 2014 to 2020 with the help of the CLLD (community-led local development) mechanism and funds from the European Agricultural Fund for Rural Development (EAFRD) and the European Regional Development Fund (ERDF). An LAG represents an organised partnership in a predefined rural area and comprises representatives of various socioeconomic sectors (e.g. the public, commercial and private sectors), who through their various attributes contribute to rural development in an innovative way.
